Open call for Bilateral Actions – Measure B round 2

The Project Management Unit - Ministry of Culture from Romania, acting as Programme Operator, announces the opening of the 2nd call for bilateral relations – Measure B.

Fund for bilateral relations

The Fund for bilateral relations is an integral part of the Programme.
The main objectives of the Fund are as follows:

  • increasing the cooperation between organizations and institutions from Romania and the Donor States;
  • improving mutual knowledge and understanding;
  • sharing the results of their activities.

The EEA Financial Mechanism encourages and promotes the strengthening of bilateral relations between Romania and the Donor States, offering an opportunity to exchange experience in the cultural sector.

Areas of support

The present call for proposals falls within Measure B – Collaboration and exchange of experience and aims to support collaboration, exchange of experience, transfer of knowledge, technology and good practice in the field of culture. Financial support can be granted to potential applicants in order to establish collaboration through the participation to events, seminars or conferences in the Donor States or the organization of such activities in partnership with entities from the Donor States.

Eligible activities

The following activities between entities from Romania and the Donor States will be eligible for financing:

  • Activities for the initiation / development of partnerships with the purpose of collaboration, exchange of experience, transfer of knowledge, technology and good practice in the field of culture;
  • Participation to conferences, seminars, workshops organized by entities from the Donor States with the purpose of identifying means to develop new projects;
  • Other activities that encourage the increase of bilateral collaboration and exchange of experience in the field of culture.

Partnership activities can be implemented in Romania or in any of the Donor States.

Eligible applicants

Within this call for proposals regarding partnership actions the eligible applicant from Romania and the Donor States are:

The eligible applicants from Romania under the present call are:

  1. Project promoters within PA17/RO13;
  2. Public entities:
    1. local and national authorities;
    2. cultural institutions;
    3. higher education and research institutions.
  3. Nongovernmental organizations.

The eligible applicants / partners from the Donor States under the present call are:

  1. Public entities:
    1. local and national authorities;
    2. cultural institutions;
    3. higher education and research institutions.
  2. Nongovernmental organizations.
  3. Non-profit organizations.

It is mandatory that applicants and partners are established as legal persons and that they have the capacity of implementing activities in the field addressed by the partnership action.

Financial assistance

The total allocation under the present call for applications is 21,600 EUR.
The maximum size of the grant is 5,000 EUR per entity.

Dates and Deadlines

Opening date – 1st of April 2016
Closing date – 30th of June 2016 or until the depletion of the allocated budget
